The defending champions will start their campaign in the tournament, which runs from June 14 to July 14.
Head coach Luciano Spalletti revealed the squad on May 23, three weeks before the tournament begins.
Serie A winners Inter Milan have the largest representation with six players in the squad, including defenders Alessandro Bastoni and Francesco Acerbi.
Atalanta forward Gianluca Scamacca is included after finishing the season strongly with 11 goals, resolving Italy’s striker issue. Scamacca only on Tuesday helped Atalanta win the Europa League after a 3-0 win over German champions Bayer Leverkusen.
However, Ciro Immobile, key in Italy’s 2021 Euro win, has been left out.
Tottenham’s Destiny Udogie is also missing due to injury, and Newcastle’s Sandro Tonali is absent because of a ban.
Italy will play two friendlies before the tournament, facing Turkey on June 4 and Bosnia on June 9.
